extender oils may not be placed on the market and used for the production of tyres or parts of tyres, if they contain:
---more than 1 mg/kg BaP, or
---more than 10 mg/kg of the sum of all listed PAHs.
these limits are regarded as kept,if the polycyclic aromatics(PCA)extract is less than 3% by mass ,as measured by the institute of Petroleum stand IP346:

对欧盟工艺油了解的高手帮忙解释翻译下呀!!!
